{"id":167,"date":"2024-10-06T23:23:57","date_gmt":"2024-10-06T14:23:57","guid":{"rendered":"https:\/\/startuphokkaido.com\/en\/?p=167"},"modified":"2024-10-14T09:49:43","modified_gmt":"2024-10-14T00:49:43","slug":"subsidy-for-the-promotion-of-innovation-centers","status":"publish","type":"post","link":"https:\/\/startuphokkaido.com\/en\/blog\/167\/","title":{"rendered":"Subsidy for the Promotion of Innovation Centers"},"content":{"rendered":"<p id=\"2a6a\" class=\"pw-post-body-paragraph vr vs qt vt b vu vv vw vx vy vz wa wb wc wd we wf wg wh wi wj wk wl wm wn wo gb bk\" data-selectable-paragraph=\"\">In order to attract many startups and human resources to Sapporo and to advance its industries, the city believes that facilities such as co-working offices and other places to promote the formation of communities are effective in facilitating startups from inside and outside of Hokkaido to set up operations as mini-bases.<\/p>\n<p id=\"5d59\" class=\"pw-post-body-paragraph vr vs qt vt b vu vv vw vx vy vz wa wb wc wd we wf wg wh wi wj wk wl wm wn wo gb bk\" data-selectable-paragraph=\"\">There are already some examples of such facilities in the city, but in order to further increase this number, Sapporo city will subsidize the establishment cost for corporations that develop and operate such \u201cInnovation Centers\u201d in Sapporo.<\/p>\n<h1 id=\"bb43\" class=\"wp wq qt bf wr me ws mf mh mi wt mj ml ja wu jb je mo wv mp ms mt ww mu mx wx bk\" data-selectable-paragraph=\"\"><strong class=\"al\">What is an \u201cInnovation Center\u201d?<\/strong><\/h1>\n<p id=\"5303\" class=\"pw-post-body-paragraph vr vs qt vt b vu wy vw vx vy wz wa wb wc xa we wf wg xb wi wj wk xc wm wn wo gb bk\" data-selectable-paragraph=\"\">An innovation center eligible for this subsidy program refers to an office, research institute, or other similar facility that is established to provide an environment that encourages community building and the creation of new startups, and that\u00a0<strong class=\"vt md\">have both 1. (soft aspects) and 2. (hard aspects)<\/strong>\u00a0described below.<\/p>\n<ol class=\"\">\n<li id=\"9e65\" class=\"vr vs qt vt b vu vv vw vx vy vz wa wb wc wd we wf wg wh wi wj wk wl wm wn wo xe xf xg bk\" data-selectable-paragraph=\"\"><strong class=\"vt md\">The center is a base that contributes to promoting the location of startups from inside and outside of Sapporo and encourages the formation of a startup community. The center must conduct one of the following A or B activities on a daily basis.<\/strong><\/li>\n<\/ol>\n<figure class=\"xo xp xq xr xs vl vd ve paragraph-image\">\n<div class=\"vm vn dq vo bh vp\" role=\"button\">\n<div class=\"vd ve amj\"><img loading=\"lazy\" decoding=\"async\" class=\"bh uk vq c\" role=\"presentation\" src=\"https:\/\/miro.medium.com\/v2\/resize:fit:1400\/1*cMdmRK4S_RZ3W6j4Zn7xwQ.png\" alt=\"\" width=\"700\" height=\"185\" \/><\/div>\n<\/div>\n<\/figure>\n<p id=\"ca31\" class=\"pw-post-body-paragraph vr vs qt vt b vu vv vw vx vy vz wa wb wc wd we wf wg wh wi wj wk wl wm wn wo gb bk\" data-selectable-paragraph=\"\">\u203b Startups are considered as businesses or individuals who develop products\/services that create new value for the economy and society based on cutting-edge technology and innovative ideas with the intention of growing rapidly.<\/p>\n<p id=\"1c45\" class=\"pw-post-body-paragraph vr vs qt vt b vu vv vw vx vy vz wa wb wc wd we wf wg wh wi wj wk wl wm wn wo gb bk\" data-selectable-paragraph=\"\"><strong class=\"vt md\">2. The innovation center must be equipped with shared workspaces and facilities (listed below) that can be used by multiple startups or individuals.<\/strong><\/p>\n<figure class=\"xo xp xq xr xs vl vd ve paragraph-image\">\n<div class=\"vm vn dq vo bh vp\" role=\"button\">\n<div class=\"vd ve amj\"><img loading=\"lazy\" decoding=\"async\" class=\"bh uk vq c\" role=\"presentation\" src=\"https:\/\/miro.medium.com\/v2\/resize:fit:1400\/1*A2aKMWRB_OsC0q_5vjEavA.png\" alt=\"\" width=\"700\" height=\"206\" \/><\/div>\n<\/div>\n<\/figure>\n<h2 id=\"9228\" class=\"aix wq qt bf wr aiy aiz dv mh aja ajb dx ml wc ajc ago agr wg ajd ags agv wk aje agw agz ajf bk\" data-selectable-paragraph=\"\"><strong class=\"al\">Other requirements (all of the below) to be eligible for this subsidy:<\/strong><\/h2>\n<ul class=\"\">\n<li id=\"f153\" class=\"vr vs qt vt b vu wy vw vx vy wz wa wb wc xa we wf wg xb wi wj wk xc wm wn wo xm xf xg bk\" data-selectable-paragraph=\"\">The facility must be newly established in Sapporo city, or be a reconstruction or renovation of a facility already established in Sapporo city that meets the definition of \u201cinnovation center.\u201d<\/li>\n<\/ul>\n<p id=\"9555\" class=\"pw-post-body-paragraph vr vs qt vt b vu vv vw vx vy vz wa wb wc wd we wf wg wh wi wj wk wl wm wn wo gb bk\" data-selectable-paragraph=\"\">In the case of reconstruction or renovation of a facility, it must be accompanied by a physical expansion of existing facility offerings.<\/p>\n<ul class=\"\">\n<li id=\"912d\" class=\"vr vs qt vt b vu vv vw vx vy vz wa wb wc wd we wf wg wh wi wj wk wl wm wn wo xm xf xg bk\" data-selectable-paragraph=\"\">The facility must begin operations between April 1, 2022 and March 31, 2023<\/li>\n<li id=\"9373\" class=\"vr vs qt vt b vu xh vw vx vy xi wa wb wc xj we wf wg xk wi wj wk xl wm wn wo xm xf xg bk\" data-selectable-paragraph=\"\">The facility must be available to be used by companies &amp; startups outside of Hokkaido that do not have a business office in the city.<\/li>\n<li id=\"fcf7\" class=\"vr vs qt vt b vu xh vw vx vy xi wa wb wc xj we wf wg xk wi wj wk xl wm wn wo xm xf xg bk\" data-selectable-paragraph=\"\">The facility must not have received any other subsidy for the establishment of the facility or as capital investment into the facility from the national or local government, or other similar public organizations, funds, or entities.<\/li>\n<li id=\"4d8e\" class=\"vr vs qt vt b vu xh vw vx vy xi wa wb wc xj we wf wg xk wi wj wk xl wm wn wo xm xf xg bk\" data-selectable-paragraph=\"\">The facility must be in compliance with the relevant laws and regulations.<\/li>\n<li id=\"18b5\" class=\"vr vs qt vt b vu xh vw vx vy xi wa wb wc xj we wf wg xk wi wj wk xl wm wn wo xm xf xg bk\" data-selectable-paragraph=\"\">The facility must continue to operate for 3 years from the date that the subsidy is granted.<\/li>\n<\/ul>\n<h1 id=\"11d3\" class=\"wp wq qt bf wr me ws mf mh mi wt mj ml ja wu jb je mo wv mp ms mt ww mu mx wx bk\" data-selectable-paragraph=\"\"><strong class=\"al\">Subsidy Details :<\/strong><\/h1>\n<figure class=\"xo xp xq xr xs vl vd ve paragraph-image\">\n<div class=\"vm vn dq vo bh vp\" role=\"button\">\n<div class=\"vd ve amk\"><img loading=\"lazy\" decoding=\"async\" class=\"bh uk vq c\" role=\"presentation\" src=\"https:\/\/miro.medium.com\/v2\/resize:fit:1400\/1*WUS6PuDm3_Q0b86Y_q2QnA.png\" alt=\"\" width=\"700\" height=\"303\" \/><\/div>\n<\/div>\n<\/figure>\n<h1 id=\"53a3\" class=\"wp wq qt bf wr me ws mf mh mi wt mj ml ja wu jb je mo wv mp ms mt ww mu mx wx bk\" data-selectable-paragraph=\"\"><strong class=\"al\">Non-eligible Expenses<\/strong><\/h1>\n<ul class=\"\">\n<li id=\"7ab2\" class=\"vr vs qt vt b vu wy vw vx vy wz wa wb wc xa we wf wg xb wi wj wk xc wm wn wo xm xf xg bk\" data-selectable-paragraph=\"\">Consumption tax &amp; local consumption tax<\/li>\n<li id=\"2e62\" class=\"vr vs qt vt b vu xh vw vx vy xi wa wb wc xj we wf wg xk wi wj wk xl wm wn wo xm xf xg bk\" data-selectable-paragraph=\"\">Payment processing fees (such as bank transfer)<\/li>\n<li id=\"ea2d\" class=\"vr vs qt vt b vu xh vw vx vy xi wa wb wc xj we wf wg xk wi wj wk xl wm wn wo xm xf xg bk\" data-selectable-paragraph=\"\">Acquisition &amp; rental costs of buildings<\/li>\n<li id=\"10c0\" class=\"vr vs qt vt b vu xh vw vx vy xi wa wb wc xj we wf wg xk wi wj wk xl wm wn wo xm xf xg bk\" data-selectable-paragraph=\"\">Equipment &amp; furniture that is leased or rented<\/li>\n<li id=\"c457\" class=\"vr vs qt vt b vu xh vw vx vy xi wa wb wc xj we wf wg xk wi wj wk xl wm wn wo xm xf xg bk\" data-selectable-paragraph=\"\">Consumables<\/li>\n<li id=\"e884\" class=\"vr vs qt vt b vu xh vw vx vy xi wa wb wc xj we wf wg xk wi wj wk xl wm wn wo xm xf xg bk\" data-selectable-paragraph=\"\">Equipment that does not qualify as office equipment, such as coffee makers<\/li>\n<li id=\"a51a\" class=\"vr vs qt vt b vu xh vw vx vy xi wa wb wc xj we wf wg xk wi wj wk xl wm wn wo xm xf xg bk\" data-selectable-paragraph=\"\">Communication (phone or internet) contract fees<\/li>\n<li id=\"820e\" class=\"vr vs qt vt b vu xh vw vx vy xi wa wb wc xj we wf wg xk wi wj wk xl wm wn wo xm xf xg bk\" data-selectable-paragraph=\"\">Running costs for operations<\/li>\n<\/ul>\n<p id=\"200a\" class=\"pw-post-body-paragraph vr vs qt vt b vu vv vw vx vy vz wa wb wc wd we wf wg wh wi wj wk wl wm wn wo gb bk\" data-selectable-paragraph=\"\">\u203b The payments &amp; costs eligible for subsidy must be made on or after April 1, 2022<\/p>\n<p id=\"a269\" class=\"pw-post-body-paragraph vr vs qt vt b vu vv vw vx vy vz wa wb wc wd we wf wg wh wi wj wk wl wm wn wo gb bk\" data-selectable-paragraph=\"\">\u203b If there are spaces used for other purposes, such as living spaces, only the portion used exclusively for the Innovation Center will be eligible for the subsidy.<\/p>\n<h1 id=\"b442\" class=\"wp wq qt bf wr me ws mf mh mi wt mj ml ja wu jb je mo wv mp ms mt ww mu mx wx bk\" data-selectable-paragraph=\"\"><strong class=\"al\">Requirements for those who are eligible to apply :<\/strong><\/h1>\n<ul class=\"\">\n<li id=\"15dd\" class=\"vr vs qt vt b vu wy vw vx vy wz wa wb wc xa we wf wg xb wi wj wk xc wm wn wo xm xf xg bk\" data-selectable-paragraph=\"\">The applicant company must be directly responsible for the development and operation of the Innovation Center.<\/li>\n<li id=\"6ea3\" class=\"vr vs qt vt b vu xh vw vx vy xi wa wb wc xj we wf wg xk wi wj wk xl wm wn wo xm xf xg bk\" data-selectable-paragraph=\"\">The applicant must not have failed to pay Sapporo city taxes in the past.<\/li>\n<li id=\"f505\" class=\"vr vs qt vt b vu xh vw vx vy xi wa wb wc xj we wf wg xk wi wj wk xl wm wn wo xm xf xg bk\" data-selectable-paragraph=\"\">The applicant must be recognized as having a sufficient financial base to continue to fund the relevant project.<\/li>\n<li id=\"0be6\" class=\"vr vs qt vt b vu xh vw vx vy xi wa wb wc xj we wf wg xk wi wj wk xl wm wn wo xm xf xg bk\" data-selectable-paragraph=\"\">The applicant (including officers and directors) does not fall under the category of organized crime groups or members of organized crime groups as defined in Article 2 of the\u00a0<a class=\"af xd\" href=\"https:\/\/www.city.sapporo.jp\/ncms\/reiki\/d1w_reiki_nonframe\/H425901010006\/H425901010006_j.html\" target=\"_blank\" rel=\"noopener ugc nofollow\">Sapporo City Ordinance on Promotion of Elimination of Organized Crime Groups (Ordinance \u21166 of 2013)<\/a>.<\/li>\n<li id=\"543b\" class=\"vr vs qt vt b vu xh vw vx vy xi wa wb wc xj we wf wg xk wi wj wk xl wm wn wo xm xf xg bk\" data-selectable-paragraph=\"\">The applicant company shall not be a corporation or entity wholly-owned or funded by any national, local, or foreign government.<\/li>\n<li id=\"8151\" class=\"vr vs qt vt b vu xh vw vx vy xi wa wb wc xj we wf wg xk wi wj wk xl wm wn wo xm xf xg bk\" data-selectable-paragraph=\"\">The applicant must not be engaged in activities that are or may be offensive to public order\/morals or in violation of laws and ordinances.<\/li>\n<\/ul>\n<p id=\"26cc\" class=\"pw-post-body-paragraph vr vs qt vt b vu vv vw vx vy vz wa wb wc wd we wf wg wh wi wj wk wl wm wn wo gb bk\" data-selectable-paragraph=\"\">\u203b If there are co-operators, all co-operators must fall under all of the requirements above.
